VCAT Planning Approval

The permit was subsequently challenged unsuccessfully at the Victorian Civil and Administrative Tribunal (VCAT) in June 2007. VCAT applied a range conditions on the permit which are detailed in the document below.

Wind Energy Assessment

As part of the project feasibility, a monitoring mast was erected on Leonards Hill. After 12 months of measurements were collected Garrad Hassan Pacific was commissioned to prepare an assessment of the wind resource and prepare corresponding energy predictions.

Permit Conditions Endorsed

Under the planning permit, Hepburn Wind was obliged to prepare a number of documents and management plans in relation to the project. These were endorsed by council on 7 September 2010.
